traced should occasion arise. It is however impossible
in the circumstances of the Colony to check the constant
flow of Chinese to and from the mainland of China, whene e
they can proceed abroad without hindrance at the port of

The provisions of Sections 42 to 46 of the
Asiatic Migration Ordinance No. 30 of 1915 are designed
to secure the protection of emigrants pending their
departure.
Women and children brought to the Colony under
circumstances which have aroused suspicion are given
protection in an institution known as the Po Leung Kuk pending the investigation of their cases and the making of
Ordinance more permanent arrangements for their welfare.
No.6 of 1893 with regard to this institution is enclosed.
Colonies and Dependencies.
A certain number of white men maintain Asiatic
women for sexual purposes, but the women are in auch cases
almost invariably free agents. The evil referred to
does not therefore exist, at any rate to any appreciable
extent.
Children.
There is among the Chinese a system known as the
"mui tsai" system by which the girl children of very poor
families are given over to more well-to-do families as
